Provide Commander, United States Special Operations Command (USSOCOM) and supported units the full spectrum of Sensitive Activities (SA) programs. A ssist the higher HQ in establishing and implementing critical SA oversight processes to ensure the effective and efficient use of high demand and low density SA capabilities while helping to shape the future force.

Duties and Responsibilities: At a minimum individual will be required to support the development of the SA Roadmap, serve as the Executive Staff for command-wide SA oversight, synchronize global special operation forces, and assist in the SA force development. Contractor will be responsible for compartmented planning expertise in Special Programs, Special Activities, Special Technical Operations (STO), Alternative Compensatory Control Measure (ACCM) /Focal Point (FP) projects and programs, and other sensitive activity planning, coordination, management, and implementation.

  • Development of the SA Roadmap requires extensive staff coordination across the USSOCOM enterprise to accomplish several major items. The most daunting task is assisting the command, as well as the broader interagency to include USD-I, USD-P, and Congress in establishing the scope of SA.
  • Skills required to accomplish this include the understanding of all SOF SA activities and operations as well as familiarization of USSOCOM Directives.
  • Once the scope of SA is determined an operating concept will be developed that includes identifying key tasks and gaps. Working with individual staff sections, the contractors will document and staff findings through the higher HQ.
  • Acting as the Executive Staff for command-wide oversight management to include the establishment of biweekly action officer workgroups, monthly GO/FO boards, and quarterly executive council meetings. Responsibilities will include identifying, scheduling and facilitating meetings, memberships, agenda items, tracking key issues, after action reports, and assist in implementing findings.
  • A significant requirement is the Global Special Operation Synchronization process across each of the theaters which is the platform used to coordinate, prioritize and submit of SA campaign activities for funding. Contractor should be an expert in this entire process to assist our TSOCs to implement our SA strategy. Force Development is another key task contractor will support under this contract. Individuals working by, with and thru the senior J3X and Force Management Division will help identify and shape processes the command will use to better define and implement SA training and exercise requirements.

Requirements:

  • M.A. or M.S. degree in any field. Waiver able with 30+ years of military/DOD experience.
  • 10 years’ specific experience in sensitive activities policy, planning, coordination and synchronization support to TSOC/GCC operational preparation of the environment planning and operations.
  • 5-7 years’ experience in compartmented SOF planning and operations; Special Programs; Special Technical Operations (STO); Alternative Compensatory Control Measure (ACCM) /Focal Point (FP) projects; and other sensitive activity planning, coordination, management, and implementation.
  • Work history shall demonstrate a minimum of 7 years of experience in Intelligence and operational support to special operations such as OPE, find, fix, finish, exploit, and analyze (F3EA) and Advanced Force Operations (AFO), Unconventional Warfare (UW), and Countering Weapons of Mass Destruction ( CWMD).
  • Work history shall demonstrate 5-7 years’ experience in senior interagency and DOD coordination of sensitive activities policy and concepts.
  • Work history shall demonstrate a minimum of 7 years of experience in SOF strategic planning, intelligence methods, HUMINT, CI, ORM, and program management.
  • Work history shall demonstrate a minimum of 5 years’ experience leading compartmented SOF planning
  • Must have extensive expertise in USSOCOM’s Global Special Operations Synchronization and the Strategic Planning Processes (GSOS/SPP) and their implications to TSOC/JSOC/and component operations
  • Must have applied knowledge with USSOCOM publications, specifically; Directives 37-13, 381-5, 525-5, and 600-13; Regulations 25-31 and 25-50; and the USSOCOM 1, 10, and 15-series publications.
  • Must possess a current Top Secret security clearance with eligibility to access Sensitive Compartmented Information (SCI) and SAP information.
