Mid-Level Business or Operational Analyst job – Applied Research Associates, Inc – Washington, DC

Applied Research Associates, Inc. (ARA) is seeking analytic professionals with background in Department of Homeland Security operational analysis and planning. The successful applicant will have experience developing and analyzing mission requirements and capabilities. In addition, the applicant should understand DHS Science and Technology’s organization and its relationship to the Joint Requirements Council and operational components. Responsibilities for this position include assisting the Program Manager and Lead Technical Analyst in: identifying proposed studies; planning the resources required for study completion; obtaining study approval; monitoring study progress, and ensuring quality of study deliverables. In addition to these longer term efforts, be ready to assist DHS staff in preparing quick turn and short notice analyses about DHS operational requirements and studies to answer senior leader questions. This position requires daily interaction with DHS clients and regular interaction with study personnel, teammates and subcontractors. Primary location of duties is at the client’s site. Duties of the position may include frequent local area travel to DHS and partners offices as well as occasional longer distance travel.

This position requires a Bachelor’s degree and at least 5 years of direct experience with analytic studies within DHS.

Applicants must be able to obtain a Department of Defense Secret or Top Secret clearance and DHS suitability/fitness.

Required Skills:
Bachelor’s degree, master’s preferred

Strong base of skills in DHS operational analysis and component mission requirements

Knowledge of principles, concepts, and techniques of analysis and methodologies related to DHS operational analysis

Knowledge of DHS Headquarters and operational components organizational structures and responsibilities

Knowledge of secure DHS data sources and how to obtain access

Ability to identify analytic needs and transform those needs into actionable analytic plans

Ability to respond to requests for information and provide briefings to senior decision-makers

Required Experience:
5+ years of related DHS analysis experience, 3+ with a master’s degree

Experience working with DHS Joint Requirements Council and Integrated Product Teams

Experience working with operational requirements documents such as mission needs statements, capability development plans, and analysis of alternatives.
