Manager, Legislative and Political Affairs job – American College of Surgeons – Washington, DC

The Manager, Legislative and Political Affairs oversees legislative and political activities and staff, as well as the development of the ACS legislative agenda. This position establishes federal legislative and political strategies on issues of importance

to surgeons and their patients. Develops coalition efforts on legislative issues of importance to surgery. Serves as liaison with surgical specialty societies and other health care organizations with respect to legislative initiatives; maintains personal relationships

and engages in direct negotiations with Members of Congress and congressional staff. Provides daily direction and guidance to lobbying and ACSPA-Surgeons PAC staff.

This exempt level position will report to the Director in the Division of Advocacy & Health Policy based in our Washington, D.C. office.

Primary Responsibilities:

  • Provides daily guidance and supervision to federal legislative staff.
  • Develops legislative strategies; advises PAC Board on political strategies.
  • Leads coalition efforts to promote legislative efforts on behalf of surgery. Serves as liaison with surgical specialty societies and other healthcare organizations.
  • Maintains personal relationships and engages in direct negotiations with Members of Congress and congressional staff.
  • Provides resource services and advice to ACS leadership (including HPAC, the Legislative Committee, and others), the Division Director and the DAHP Medical Directors.
  • Other duties as assigned.

Required Education and/or Experience:

  • Minimum of seven years of substantive lobbying and/or legislative experience with an association, preferably with a medical or healthcare organization.
  • A Bachelor’s degree from an accredited college or university is required.
  • Previous experience managing staff is strongly preferred.
  • Demonstrated in-depth knowledge and experience with legislative and political process and programs.
  • Excellent communication skills (verbal and written) necessary to effectively interact with all levels of organization.
  • Attention to detail and organizational skills.
  • Proficiency in Microsoft Office Products (Outlook, Word, Excel, and PowerPoint).
  • Display high level of energy and thrive in a fast-paced environment.
  • Self-motivated and able to work independently and as a member of a team.
  • Ability to plan and prioritize workload and meet deadlines.
  • Ability to establish strong working relationships with all division teams and management.

Supervisory Responsibilities: This position is responsible for establishing the broad assignments for a sub-unit in the department and identifying staff to coordinate the work. This position is required to complete a formal annual evaluation of the work performed

by others.

Fiscal Management: This position is required to develop and to manage, the project or program budget.

Physical/Work Environment: Fast paced with significant people interaction. No lifting over 20 pounds, minimal reaching bending and stooping. Performs work in a normal office environment with long hours in front of the computer.

Other Necessary Requirements: Moderate evening and weekend duties are required. Frequent travel for activities such as out of town meetings is required.
