Secret Cleared Grants Management Specialist
for a Department of State position in
The individual will work with USG Grants Officers (GOs) and Project Officers (POs) on all stages of the award process to ensure efficient and accurate communication with grantees.
This includes communicating with the grantee during the pre-award phase on behalf of the GO and PO, setting up and organizing meetings between POs, GOs and grantees, assisting with award closeout, and other duties as assigned.
The office typically advertises 7-10 requests for applications for Notice of Funding Opportunity (NOFO) per year.
Most NOFO s receive between 50-100 application responses, each of which need to be logged and prepared for review panelists.
Once applications have been logged, review panels are developed requiring facilitating travel for some panelists.
The individual shall be responsible for organizing and managing all aspects of the review panel process which on average is ten to fifteen annually.
A Grants Management Specialist is expected to support the entire award lifecycle process by providing technical assistance, timely and effective budget negotiation services and award (or amendment) documentation preparation and support in the development of Statements of Work (SOWs), assist GOs and POs with the development and management of awards incorporating goals and evaluation schedules.
A Grants Management Specialist is expected to assist GOs and POs in executing all of the award actions, which include facilitating grantees access to the current grant database system, facilitating grantees travel and payment authorizations, and providing support for award file documentation and the award closeout process.
US Secret Clearance Mandatory (interim Secret is acceptable)
with a Master’s Degree strongly preferred
3 years of relevant experience
Prior USG experience is preferred but not mandatory
Working knowledge of Department of State management operations preferred.
Must possess strong language skills.
Working knowledge of USG computer systems, classified and unclassified networks, office equipment, and administrative practices.
Advanced working knowledge of Microsoft Office applications (Word, Excel, Outlook, Access, PowerPoint, SharePoint).
Able to work independently, remain calm under pressure and tight deadlines, and work well with others.
