Provide Program Management Support to the Operations Command and Control Division (AFLCMC/HBB). The Distributed Common Ground System (DCGS) Multi-Service Execution Team (MET) Office (DMO) is the working level organization established by the MET to orchestrate the acquisition and implementation of the DCGS enterprise at the enterprise level. Individual must have comprehensive knowledge of principles, policies and practices of systems acquisition and program management as well as knowledge of roles and relationships of DoD and the Air Force.
Individual must have knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs. Individual have the knowledge to support activities to assist the program manager in assessing that programs are within schedule and cost baselines, be able to recommend viable solutions to problems and the pursuit of alternative courses of action.
Individual must be able to effectively communicate orally and in writing. Individual shall be capable of independently performing the tasks relevant to the basic contract without receiving help from other contractor employees. Individual shall be able to plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment; formulate plans and recommend effective strategies to assist the program manager in meeting cost, schedule and performance objectives. Individual shall be able to provide assistance in areas of systems acquisition policy and recommend improvements. Individual shall be able to provide quality acquisition and program documentation (briefings, documents, plans, etc.) to the program manager in support of the overall program. Provide management and technical support for USAF, AFLCMC for integration, installation, operation and sustainment for the AFDCGS DMO. Prepare, develop, and assist the Government in completing program management documents, events and activities IAW the principles, criteria and procedures of Department of Defense (DoD) Directive 5000.01, DoD Instruction 5000.02, Directive-Type Memorandum (DTM) 11-009, Acquisition Policy for Defense Business Systems (DBS), AF Instruction (AFI) 63-101, AFI 10-601, AF Pamphlet 63-123, other DoD, AF, AFMC and AFLCMC/HAFB instructions and other regulations, directive type memorandums and guidance documents, as applicable.
Assist, develop, prepare and deliver to the Government compliant program management deliverables as required by DoDI 5000.02, AFI 63-101, Defense Business Systems, and other applicable guidance and directives to support all acquisition category program milestone reviews and program Integrated Master Schedule (IMS). This includes document support for Milestones A, B and C, as well as the Materiel Development Decision (MDD) and Post Milestone C Sustainment.
